The Howard Hinton Collection holds 14 works by Norman Carter. He was later commissioned by the students of Armidale Teacher’s College (where he occasionally taught) to paint this portrait of Hinton in 1936. The portrait held pride of place in the entrance to the College building.

Norman Carter studied art in evening classes with Frederick McCubbin at the National Gallery School in Melbourne while earning a living as a stained-glass window apprentice. After training under E. Phillips Fox, Carter moved to Sydney in 1903 to set up a studio.

Skilled in portraiture, Carter became an instructor at the Royal Art Society of New South Wales and later taught at Sydney Technical College and in the architecture department at Sydney University. He received several commissions for memorial windows after World War I, including St Stephen's Church, Sydney, the 'Warriors' Chapel' in All Saints Cathedral, Bathurst, and the Teachers' College, Armidale.

An extremely competent portrait artist he painted fellow artists, governors, judges, professors and others of note. His portraits of the Prime Ministers Sir Edmund Barton and William Hughes are hung in Parliament House, Canberra.
